Fairness of the Tao

The Tao is the deep, hidden secret of all things.  
It is the treasure of good people, and the refuge that keeps bad people safe.

Fine words can win respect.  
Good deeds can raise a person above others.  
But even if someone is not good, why should he be cast aside?  
That is why when a ruler is enthroned and the three ministers are appointed, even if you first offer a large jade disc and then a team of four horses, it is better simply to settle into this Tao.

Why did people in ancient times value the Tao so highly?  
Is it not because it says: seek, and you will find; have faults, and you can be forgiven?  
That is why it is treasured by the whole world.
