Chapter 49
The sage has no fixed mind of his own; he takes the mind of the people as his own.
To those who are good, I am good.
To those who are not good, I am also good.
This is how goodness is attained.
To those who are trustworthy, I trust them.
To those who are not trustworthy, I also trust them.
This is how trust is attained.
The sage governs the world with restraint, keeping the people’s minds simple and whole.
The people all strain their ears and eyes after things, but the sage treats them all like innocent children.
